Study On Ecological Compensation Standard Of Maize Straw Resourceful Utilization By Farmers In Jilin Province

Under the background of developing low-carbon economy and circular economy,the government actively advocates the utilization of agricultural waste resources.Corn straw,as a representative agricultural waste,has a large yield,high availability and a promising prospect of resource utilization.Jilin Province is a large province of maize production,which has abundant maize straw resources.It is of great significance to study the utilization of Maize Straw by farmers in Jilin Province for agricultural development in Jilin Province.According to the utilization of straw by farmers in Jilin Province,although the government has always explicitly put forward the prohibition of open-air burning of straw,at the same time,the government encourages the "Five Modernizations" of straw.However,the phenomenon of maize straw burning in open air still exists,and many farmers use corn straw backward and single,and farmers do not achieve the maximum efficiency of resource utilization.On the one hand,the costs of maize production and maize straw disposal are increasing,mainly including the rising prices of seeds,fertilizers,pesticides,labor prices and agricultural machinery costs;on the other hand,the purchase price of maize is generally low,and the effect of maize straw returning to the field is not ideal.The inequality of income and expenditure is the main reason for the low utilization rate of maize straw resources.In order to encourage farmers to utilize corn straw resources,the government will implement subsidies.Therefore,this paper will take returning straw to the field as an example to study the theoretical value of ecological compensation standard for the utilization of maize straw resources by farmers in Jilin Province.Based on the theory of sustainable development,circular economy theory,the peasant household behavior theory and the theory of ecological compensation,using contingent valuation method and CD production function model to estimate the Jilin province farmer ecological compensation standard theoretical value of maize straw resource utilization,and further using Tobit model,using the method of maximum likelihood estimation and Quantile regression to analyze factors affecting the will of farmers compensation.The study draws the following conclusions: the ecological compensation standard for farmers finally established in this paper is 1118.70 yuan/hectare(74.58 yuan/mu).The degree of education,the number of labor force,the ratio of corn planting,the influence of people around,the ease of straw disposal,the intensity of burning investigation and punishment,the ease of access to policy information,and the ease of policy understanding all have a positive impact on the willingness to compensate.Corn planting scale and policy satisfaction have negative effects on compensation intention.The three factors of the quantity of labor force,the intensity of incineration investigation and punishment and the scale of corn planting have a great impact on the compensation willingness of middle and high level farmers.In this article,the policy recommendations to promote the utilization of corn straw resources are as follows: first,optimize the allocation of labor resources.Second,increase the intensity of straw burning investigation.Third,promote the formation of planting scale efficiency.Fourth,improve policy satisfaction.Fifth,increase subsidies.
