Study On The Eco-compensation Mechanism Of Coal Resource Exploitation Of Chongqing Area

This article took four coal mines which have different production scales and are located in different areas of Chongqing for example, made a research on the eco-compensation mechanism of coal resource exploitation of Chongqing area: Firstly, the author built an eco-compensation index system, constituted by 3 criterion level indicators and 16 index level indicators. And the weight of each indicator was given by using AHP. Secondly, the author explored methods to quantify the ecological compensation standard by using environmental economics and mathematical method,and the mathematical model of ecological compensation was determined;.Finally, the author put forward an eco-compensation mode, which was"Government is responsible for the wipe, and enterprises are responsible for a new account"and organized the workflow of eco-compensation mechanism, and some suggestions were given to improve it.The author calculated eco-compensation margin of the 4 coal mines by using the mathematical model, which were 1102570 yuan,721019 yuan,3365290 yuan and 550755 yuan. The amounts extracted from per ton of coal and the margin accounts for the ratio of annual sales revenue were calculatied futher, the results were 7.35 yuan,14.42 yuan,11.22 yuan,6.12 yuan and 1.709 %,3.897 %,1.02 %,1.302%. Further studies have shown that, eco-compensation standard is not directly related to scale of coal mines, but it's determined by ecological damage; most important is ecological damage compensation, followed by pollution compensation.
