Eco-compensation Strategies Research In The View Of The Whole Process Of Coal Resources Exploitation In Xinjiang

Xinjiang has become the fourteenth large coal industry base, accounting for40%of thecountry’s prospective reserves of coal resources in Xinjiang, So Xinjiang have to shoulder theburden of defending energy security of our country. However, there are so manyenvironmental problems caused by the exploitation of coal resources. The ecologicalenvironment of Xinjiang is extremely fragile, and Xinjiang is one of the provinces with themost serious desertification and the lowest forest coverage rate in this country. Xinjiang’s coalexploitation must take the way of sustainable development. we must make sure that theeconomy, population, resources and environment of the coal mining area developedcoordinated and sustainable. So, the ecological compensation is the key work in the process ofcoal mining.This paper taking the theory of Pigovian taxes and clearing property rights as thefundamental principle, combing with ecological compensation policies and measures relatedwith coal mining. And on this basis, using the tools of fiscal、financial、administrative、industry guidance、publicity and education as well as the Cooperation with GeographicInformation systems、 accounting and other disciplines, discusses the the ecologicalcompensation countermeasures of Xinjiang coal mine.
