The enterprises which strive for excellence regarded human resources as the core competitiveness. Effective management of human resource can promote the sustainable development, to be successful and to gain competitive advantages. Because of this, the human resource management should be the role of strategic partner. However, entrepreneurs found that human resource management does not create great value within the period of business development and does not match the role of strategic partner. The primary problem is the ineffectiveness.The concept of shared service was extended to the field of human resources management after Ford Motor Company establish a financial shared services centers firstly in the1980s. Originally, human resource staffs concentrate more on the study and implementation of strategic human resource management, the transactional works are packed and completed by a shared services team. As a new direction for the transformation of human resource management, human resource shared service has explored in several foreign companies. But few domestic enterprises understand it.The paper selected the object-S, is a Fortune Global500domestic iron and steel enterprises. This paper is based on the theory of shared services, analyzed the feasibility of the implementation of shared services in S, and combined with the main issues of the human resources management of this company, and design a new model, that is, to build a human resource shared service center which separates the transactional works from the human resource department responsibility.This study can be useful for iron&steel enterprises to achieve strategic transformation of human resources. The implement program and methodology showed in the paper can also provide a reference for other relevant experiences. HR Shared Service is not a single project, meanwhile, it is not rigid fixed mode. This model should be constantly changed and innovated in the process of implementation so as to adapt to the development of company’s strategy.
