Study On Science And Technology Talent Incentive Mechanism Of Agricultural Research Institutions

Along with social and economic continuous development, the pace of continuous development andprogress of agricultural science and technology has become a strong impetus of agriculturaldevelopment in China and in the world. Agricultural science and technology talent is the main forcepromoting agricultural science and technology development and agricultural science and technologyinnovation, creating excellent contribution for rural and agricultural development in China. Agriculturalresearch institution is an important component of agricultural and science and technology innovationsystem. Agricultural science and technology talent is the decisive factor of the innovation capacity ofagricultural science and technology institutions. Science and technology talent incentive mechanism isthe key factor influencing the effective role in agricultural science and technology talent and thedevelopment of agricultural science and technology team construction. Therefore, to unfold research onagricultural research on science and technology talent incentive mechanism is of important and practicalsignificance in formulating policies and guiding science and technology talent in unfolding innovativeresearches.This paper had adopted scientific management theory and science and technology theory via themethods of questionnaire survey, field study and system analysis, analyzed the current status of talentincentive mechanism and influencing factors in agricultural research institutions, including checksystem satisfaction survey of different age, different education degree and different position of scienceand technology talents on agricultural research institutions. Meanwhile, this paper has investigated andanalyzed the incentive mechanism implemented by current agricultural research institutions, includingcurrent material incentive method, title appraisal model, current performance evaluation system, as wellas the private incentive measures. Through the above investigation and analysis, this paper has putforward the countermeasures and recommendations for the science and technology talent incentivemechanism of agricultural research institutions, and constructed science and technology talent incentivemodels and the performance evaluation system of science and technology talent.This study reflects new ideas in the following two aspects:1. On the basis of survey and analysis results, this paper had put forward performance evaluationindicator system combined with both quantitative and qualitative indicators. On the basis ofquestionnaire and analysis of the current status and existing problems of current performance evaluation,this paper has put forward the check system by combination of both quantitative and qualitativeindicators. Of which, the quantitative check is consisted of science and technology result transformation,fund quantity, public papers, result award, talent culture and other aspects on science and technologytalents. Meanwhile, this paper has put forward qualitative check on science and technology talents inacademic conference participation, academic exchange participation and spiritual civilizationconstruction. The check results will be comprehensively determined by both quantitative check andqualitative check. 2. On the basis of system analysis results, this paper has constructed agricultural researchinstitution science and technology talent incentive mechanism models. This system model will treatincentive as a series of dynamic chain reactions. Starting from the demand of individual science andtechnology talents, it introduces requirements or seeking objectives, produces a sense of tension, causedthe action of realizing the objectives, and finally reached the objectives and met the demand.This paper has closely combined the current status and existing problems of agricultural researchinstitution science and technology talent incentive mechanism, put forward science and technology talentincentive model and performance check system, which has certain reference significance for theimplementation of science and technology talent incentive measures in agricultural research institutionsin China.
