As a big agricultural country,China's "three rural issues" directly affect the national economy and people's livelihood.To solve the "three rural" problem,promote the transformation of traditional agriculture to modern agriculture,and achieve sustainable development of agriculture,we must fully rely on scientific and technological strength and human resources.As a traditional agricultural county,Rong County,under the background of vigorously implementing the rural revitalization strategy in the new era,how to grasp the historical opportunities,and in the long run,build a high-quality and professionalization around the real needs of the transformation and upgrading of agriculture in the new rural construction.The agricultural science and technology talents who understand agriculture,love the countryside,and love the peasants are the important issues currently facing.This paper investigates the construction of agricultural science and technology talents in Rongxian County through literature research,field investigation and situation analysis.Firstly,this paper introduces the basic situation of agriculture in Rongxian County and the present situation of the construction of agricultural scientific and technological personnel.Secondly,it sorts out theories and related literatures on the construction of agricultural science and technology talents at home and abroad,in the theory of demand hierarchy,human capital theory,and learning organization.Theory and agricultural extension theory are conducted under the guidance of research.Through the field investigation and research,the information and data obtained from the survey were collated,and the status quo and advantages and disadvantages of the agricultural science and technology talent team in Rongxian County were analyzed.The inadequacies of the construction of agricultural science and technology talents team were summarized,and the township and county were learned by learning from domestic and foreign experiences and practices.Proposing countermeasures for strengthening the construction of agricultural science and technology talents with regional characteristics.The study found that the construction of agricultural science and technology talents in Rongxian mainly has the following problems: First,insufficient understanding of ideas and insufficient attention;second,insufficient talents and poor team structure;third,insufficient funding and insufficient motivation;fourth,policy mechanism Missing,insufficient institutional guarantees;fifth,the combination of talents is not strong,and the role is not good.The main reasons are as follows: First,the ideological concept is backward and the social atmosphere is not strong;second,the introduction channel is narrow and the training direction is unclear;the third is the incomplete system and the management mode is backward;the fourth is the weak economic strength and the weak implementation of the policy;The system is not well planned and the power integration is insufficient.In order to promote the development and expansion of the ranks of agricultural science and technology talents in Rongxian County and accelerate the transformation and upgrading of agriculture,according to the actual situation of Rongxian County,combined with problems and reasons,the following countermeasures are proposed:First,strengthen organizational leadership and build a new pattern of agricultural science and technology talents;Leading talent channels,establishing a new mechanism for the introduction of agricultural science and technology talents;third,multi-independent development,innovative agricultural science and technology talents training new model;fourth,innovative use of talents,improving the new system of agricultural science and technology talent evaluation;fifth,strengthening investment guarantee,stimulate agricultural technology New motivation for talent work.
