Incentive is not only the key part of modern management, but also the core of human resources management. Talents is the core-competitiveness of enterprises. And to a large extent, the competitiveness improvement of enterprises depends on human resources, especially depends on hi-tech talents. In the process of improving competitiveness of enterprises, hi-tech enterprises all around the world have been attaching more and more importance to constructing incentive mechanism for science and technology talents.The total number of science and technology talents in China is limited, and the lack of hi-tech talents is more serious. Hi-tech talents, especially those in hi-tech enterprises, are at a rapid flow.Through document sorting, analyzing and empirical study, theoretical research and practical design are done in the paper from the following aspects: To explore the definition of science and technology talents in hi-tech enterprises; To set forth the theoretical basis for incentive of science and technology talents in hi-tech enterprises; To discuss how to take use of experience from foreign countries in constructing incentive mechanism for science and technology talents in hi-tech enterprises; To state the present situation of incentive of science and technology talents in hi-tech enterprises; To discuss the main incentive of science and technology talents in hi-tech enterprises; To put forward the main principles and the condition in constructing incentive mechanism for science and technology talents in hi-tech enterprises; To analyze the present situation and key experience of L company in constructing the incentive mechanism for science and technology talents.And then combining theory and practice, raises countermeasures to better the incentive mechanism for science and technology talents, which responds to the conclusion of the paper. That is the construction of incentive mechanism for science and technology talents in hi-tech enterprises should follow the people-oriented, just and fair, scientific, systematic and diverse principles. In the course of comprehensively using material and mental approaches, attentions should be paid to the functions of stock-owning, accomplishment, innovative undertaking, training and system incentives. Thus, we can finally construct a mechanism and a mode of encouraging science and technology talents which is in accordance with china's situation and enterprises' fact, so that the core competitiveness of science and technology talents in hi-tech enterprises could be strengthened, and the sustainable development of hi-tech enterprises could be realized.
