Study On The Benefit Sharing Model Of Exploit Of Coal Resource In Inner Mongolia

Nowadays, energy is becoming more and more precious, and InnerMongolia, as an important energy base of China, has made a significantcontribution to the development of China. In2012, the coal output in InnerMongolia was1.06billion tons, which increased by nearly10%incomparison with that in2011, accounting for nearly one-third of the total coaloutput of China that was3.66billion tons. Therefore, realizing the sustainabledevelopment and utilization of coal resources is of great significance inpromoting the sustainable development of economy in Inner Mongolia.The development of coal resources has promoted the rapid developmentof economy in Inner Mongolia, and its economic growth rate has been listedin the first place in China for eight consecutive years from2002to2009.However, in addition to the rapid economic growth, the development of coalresources also has brought a series of problems including the destruction ofecological environment, irrational exploitation, no benefit for people’slivelihood from the resource development and so on. The unfair benefitdistribution of coal resources exploitation is the main reason for the arising ofthose problems, and according to the analysis from the perspective ofeconomics, various stakeholders (the central government, local governments,resource development enterprises, and local farmers and herdsmen) aim to getmaximum benefits. It is the urgent problem needing to be solved that how tomake them share the benefits arising from the development of coal resources,and promote the local economic development and ecological protection.Therefore, building a reasonable benefit-sharing mode for the development ofcoal resources is an effective way which not only can promote the smoothdevelopment of coal resources in Inner Mongolia to promote the economicdevelopment, but also can make people share the benefits arising from thedevelopment of coal resources, to achieve the sustainable and harmoniousdevelopment of economy, society, environment and resources to build aharmonious society. The paper deeply studies the benefits distribution for the development ofcoal resources in Inner Mongolia based on the existing relevant researches athome and abroad under the condition of fully understanding the history andreality of the development of coal resources in Inner Mongolia, and attemptsto build a benefit-sharing mode. Besides, the paper defines the benefit-sharingmechanism based on the introduction of related theories including theproperty rights theory, the game theory and the theory of benefit distribution,puts forward the definition and connotation of the benefit-sharing mode,analyzes the stakeholders in the development of coal resources by using thegame theory, gives the results of Game Analysis which lays the foundation forthe follow-up study, explores the reasons for the relevant problems arisingfrom the benefit distribution for the development of coal resources in InnerMongolia based on the analysis of those problems, puts forward the basiccountermeasure for solving those problems that is to build a benefit-sharingmode for the development of coal resources in Inner Mongolia (regard theScientific Outlook on Development as the guiding ideology, the constructionof benefit-sharing mechanisms as the main line, and the regional ecologicsecurity and the improvement of people’s livelihood as the objectives) andtakes concrete policies and measures to build a benefit-sharing model.
