With the development of society, all kinds of emergencies and accidents are increasing.Therefore the government attaches great importance to establish and improve the emergencyresponse system. The crucial function of the emergency response system is to trigger immediate butcomprehensive report of accidents and launch the contingency plan accordingly by redressingproblems with re-allocation of manpower and the other resources. The combination oflocation-based service and emergency response system to take full use of the images, data, andlocation information from LBS provides a new idea to the construction of the emergency responsesystem.The paper begins with an overview of the topic background and introduces the currentdevelopment of location-based service and emergency response system. It analyzes the problemsand shortcomings of the current emergency response system, and puts forward the concept oflocation-based service system for emergency. Then the details of key technologies and standards forlocation-based service and emergency response system at home and abroad are elaborated. Further,the location-based push service in the emergency response system is analyzed as a focus, with thescenes of business applications and system operating mode described, the modeling of emergencyplans expounded, and the trigger mode of event-based business proposed. Upon the base of theanalysis on the current location-based service solution, the system’s structural framework andsystem implementations are designed. Finally, the paper defines the communication interfaces andthe content of interface messages, designs detailed operation flow and gives the simulation results,which have confirmed the feasibility of the system.
