As government and enterprise attach high importance to the emergency management working, and government reinforces the request of the emergency management to basic unit especially. Our country has built a emergency management system from above to below. Because emergency response plan is the foundation of the the emergency management working, many enterprises have made relevant emergency response plan consequently. However, most of them are filed in the form of paper or electronic document, which causing many inconveniences in look up or practical application. Therefore, it is necessary to digitize these enterprise emergency response plans .The digitization of plan is important foundation for the emergency management of information,which is easy for looking over,for using in emergency control system, and for the emergency training。Jin Bin light railway is the important construction projects in Tianjin, is the longest light railway in China , In order to ensure safe and reliable operation and improve the level of emergency management ,This article defines the enterprise plan ontologies through the analysis and research on the Jin Bin light railway emergency response plan, forming a more current enterprise emergency response plan conceptual model. realizing a wider plan knowledge share in the field of urban mass transit, It will establish the enterprise data model for emergency response plan by establishing logical model and storage model. and based on such technologies as ArcGIS,.NET Framework,through the analysis on emergency response plan management system, describing main use cases and system functions, designing and accomplishing the emergency management system finally.
