The Research Of Archives Department Emergency Plan Construction

Someone once said "a country which has no archives will lose the history andbecome legend". The archives have an important effect to the human society survival anddevelopment. However, there exist some precipitating incidents in nature and humansociety. They bring damage to the safety of archives.It is an important task of archives work to protect archive and its informationsecurity and strengthen the emergency management department of archives ofemergencies. Only by building a scientific and effective management system of archivesdisasters on the basis of early warning and prevention, can ensure archives safety andminimizing the disaster loss of archives effectively.The thesis is divided into four parts. Archives are firstly analyzed the important role ofcontingency plans. Emergency plan is an important means of maintaining archivessecurity and the key to promote archives department of emergency management ability.Emergency plan also is an important content of the file security system construction.Secondly, it analyzes the archives departments to formulate emergency plan shouldadhere to the basic principle, main have comprehensiveness principle, standardizationprinciple, scientific principle and operability principle.The third part is analyzing the current situation of archives and contingency plans.The archives department in the preparation of emergency plans and management processhas made some achievements, made many positive and beneficial exploration, but thereare also many problems: the emergency plan of single type, system is not perfect, plancontent formalization, classifier system is not complete, lack of scientific performanceevaluation mechanism, personnel responsibility heart is not strong, lack of emergencypreparedness training, emergency response capability is not strong, lack of funds, theemergency safeguard capability is not strong. The main existing problems are weak crisisconsciousness, imperfect legal system, inadequate protection of the personnel, materialsand technology and contingency plans implementation.The fourth part is the core part of the thesis which elaborated the basic idea of the construction of emergency plans from seven aspects in detail. This part mainly studyarchives department to strengthen the emergency plan management from seven aspects.Firstly, set up emergency plan compilation work team; Strengthen the potential riskprediction and archives department emergency capability assessment; carry outemergency plan compilation work actively; The review and release work earnestly,ascension archives; Emergency training and drills regularly work, enhance the feasibilityof archives contingency plans; assessment the plan to ensure that the archive science andflexibility of the emergency plan; Attaches great importance to the plan of the revisionand perfection.
