After the emergency of SAS,our country made a great effort to construct theemergency of preparedness, structure, mechanism and legality. Now, our country hasmainly set up the case of three‘emergency management system. Among them, theemergency of preparedness should through emergency response process to work, and theexternal circumstances of the emergency response processes are complex. When processeschanged, the emergency response effect is different. Now, the emergency responseprocesses are lack of formal description and evaluation. In order to assess the emergencyresponse processes are reasonable, efficient and reliable. At present, we urgently need aquantitative assessment of emergency response process.This thesis has compared many workflow and emergency workflow modeling tools,choose the Petri-Net to formal describe. In order to adapt to the assessment of theemergency workflow and simplify the modeling, this thesis introduce timed-Petri net,advance-Petri net and other types of Petri net, at the same time propose the rules of thePetri net modeling. Next, we discuss some of modeling problems about the emergencyresponse. This paper discusses the reliability of emergency response process thequantitative assessment of emergency response process and modeling the NSTCemergency process.Finally, this thesis use Exspect software to modeling and simulate two ways of theNational Economy Mobilization Simulation (NSTC) emergency task. Then,get thereliability, provide a good support for access of emergency response process.
