In recent years, all over the world many kinds of emergencies, including natural disasters, public health emergencies and public social events never come to an end. Take the following natural disasters as examples, the2008Wenchuan earthquake; earthquake occurred in Yushu of Qinghai Province in2010; East Nihon Earthquake of2011gave rise to a great loss and painful memories. Emergency response has been ascended to a new level of problem the governments of the entire world must attach enough attention to and the establishments of efficient and a convenient emergency respond network system is very necessary. Through the analysis of a variety of cases we can find that, the casualties and property loss events caused by disasters, in addition to the disasters themselves, the efficiency of the rescue and decision-making strategies are more serious problems.In this paper, with the scheduling problem and responsibilities of staffs of emergency teams as main points, we focus on the emergency respond processes, and build the emergency response simulation model based on colored Petti net and program theories as to promote the efficiency of scheduling and allocation of emergency respond system.The main works of my paper are described as following:1) Emergency scheduling problems by particle swarm algorithmThe emergency scheduling problems include the allocation and transportation of supplies and personnel. The former is about how to allocate resources among the disaster areas according to the needs from other disaster areas in case of emergency; the latter one concerns on choosing a reasonable transport path in case of emergency, which ensures the resources reach the disaster areas with the shortest time or path. By particle swarm algorithm, with its quickness, we can model and analysis the transportation problem, as to solve the optimization problem based on the one resource point.2) Allocation problem of emergency organization based on Petri netOn the function allocation problem of emergency organization, we use OODA strategy as the main principle, with Petri nets modeling tool, based on the analysis of the emergency response organization and the relationship between them, establish the emergency respond system mainly on field first aid.3) Applications of the modelWith the established emergency respond simulation model, we add scheduling and transportation model into the simulation model which forms the emergency respond dispatch and simulation model, using Java/CPN to combine Petri net simulation with scheduling/transport model to realize data exchanging and process monitoring to reform recurring information. Finally, with the approaches above, an example of imaginary case is set to verify the feasibility of the model and research value.
