Comparative Study Of The Emergency Preparedness In Chinese Archives Andamerican Archives

In recent years, the frequent occurrence of emergency has brought great threat and damage to the archives and rung alarm bells for the emergency management of the archives. The emergency management has been paid more and more attention by the archives. Forewarned is forearmed. The emergency management couldn't be improved overnight and it needs various preparatory work. First, to carry out the emergency management, which is a part of the management, the scientific plan is the prerequisite and foundation. That is to say, the implementation of the emergency management needs the contingency plan to work as the guide to action and basis. Secondly, to carry out the emergency management, a mass of human resources, money and goods are required to provide the material base for the emergency management. Thirdly, to carry out the emergency management, the scientific emergency technology is necessary because it will provide the technological support. Finally, the emergency propagation should promote the implementation of the emergency management of the archives so as to offer a favorable social environment.The United States is also a country prone to natural disasters, and the American archives also face many unexpected events. However, the emergency management of American archives was carried out earlier than China and its emergency management system has been more well-structured. American archives are especially doing well in the emergency preparedness which the archives in China can learn from. On the micro level, this paper compares the emergency preparedness in Chinese and American archives from four aspects: the emergency plan in the legal system, the emergency supplies, the emergency technology and the emergency propaganda. After an analysis of the similarities and differences between China's archives and the American archives combined with the situation of our country, the paper puts forward some suggestions of perfecting the emergency preparation work of our country's archives, in order to improve the emergency management ability of the archives in our country and maintain the safety of the archives.This paper is divided into five parts. In the first part, the introduction part, the research background and significance, the research status home and abroad will be introduced. In the second part, it will state the current situation of contingency plan that is the core of the construction of the legal system for emergency in Chinese and American archives and compare the differences of the contingency plans of two countries so as to obtain the reasonable suggestions for the contingency plan in our country's archives. In the third part, through the comparative analysis of the current situation of the emergency supplies which include the emergency funding, the basic facilities of emergency, and the emergency teams, the suggestions for improving the construction of the emergency supplies in our country's archives will be presented. In the fourth part which contains a comparative analysis of the technical preparation in Chinese and American archives through the exposition of the current situation of the emergency technology in two countries archives, we will get some inspiration from the development of the emergency technology of American archives. In the fifth part, it will respectively explore the current situation of the emergency propaganda work of two countries. After a comparative analysis, the shortcomings of the emergency propaganda work in our country will be found and some suggestions for strengthening it will be proposed.By comparing the emergency preparedness of the archives in China and America, this paper intends to discover the differences of the emergency preparedness of two countries, learn from the experiences of American archives emergency preparedness work, put forward the operable and practical suggestions for perfecting the emergency preparedness work of the archives in China, improve the emergency management level of Chinese archives and protect the completeness and safety of the archives.
