A Study On The Suitability Appraisal Of Reserved Arable Land Cultivation And Its Exploitation In Arid Oasis

Economic growth in arid oases has led to growth on population, accompanieswith land utilization pressure; blind exploit on land resources has resulted in thedecline of arable land quality, ahead with severe impacts towards desertification in theedges of oases and further deterioration of land use structure. In order to ensure thequantity of reserved arable land, and to keep the dynamic equilibrium of arable land,the policy balance between land consumption and supply has been put forward andadopted. However, the limit of land resources and the vulnerability of the ecologysystem in arid area have increased the difficulty of keep the land supplement;determination of reserved arable land with capability of sustainable development hasbeen a key task on land researches at the current stage.To take Gaotai County for anexample, it’s a typical oasis area, land reserve onits field investigation conducted to study the land reserve resources Gaotai the typequantity, quality and distribution, combined with the actual Gaotai. This paperregionalizes ecological fragility of Gaotai County based on administrative districts.The ecological fragility was classed into four level, which were micro, slight,moderate and severe levels. The evaluation results showed that Heiquan,Nanhuawere severe ecologically-fragile regions. Hangdao,Heli,Xuanhua was a moderateecologically-fragileregion.Then Chengguan,Luotuo was a mild ecologically-fragileregion. Luocheng,Xinba were weak ecologically-fragile regions. On the base ofregionalization of ecological fragility of the county, the exploitation suitability ofunutilized arable lands was evaluated. The results showed that95.98%(347948.50hm2) of unutilized arable lands in the region was suitable for cultivation. About58.53%(203655.49hm2) of the unutilized arable lands was in the weakecologically-fragile region. Also the areas of unutilized arable lands in themild,moderate and severe ecologically-fragile regions were16713.53hm2(4.80%),33141.35hm2(9.52%) and94438.13hm2(27.14%), respectively. Unutilized arablelands with high suitability for cultivation in the weak ecologically-fragile regionwere given exploitation priority. Unutilized arable lands with relative suitability forcultivation in the weak, micro-level fragility were a viable alternative. Unutilizedarable lands with high suitabilitity for cultivation in mild and severeecologically-fragile regions were not considered for exploitation.In this paper, taking into account the development of reserve land resources must be integrated strategy for the development of various factors. Landdevelopment potential reflects only the conditions of their own land, the landdevelopment processalso need to consider the economic, ecological, social benefitsin three areas, so by comparing the various options, the highest-electedeco-efficiency, high economic efficiency and social benefits of the highest-Threeoptions. And in accordance with this plan selected reserve cultivated land resourcesdevelopment project, divided into the key development zone, medium-termdevelopment zone and the forward development zone, including recentdevelopment zone area of1356.91hm2, intermediate zone area of1651.98hm2,the forward development zone with an area of1226.79hm2.
