Rehabilitation Demand Survey And Countermeasures Of Zibo Disabled Person

【Objective】Rehabilitation is a foundation and premise for the disabled to share and participate in social and cultural achievements equally, which is also an important part for the Party and the government to develop the cause of the disabled. In recent decades, China's cause of the disabled has flourished and has made great achievements, but there was a long way to realize the aim "rehabilitation services for all". Contradictions in the rehabilitation work of the disabled were the retraining factor to the development. The most important question is that we have not mastered the basic rehabilitation needs of the disabled and have not formulated effective policies which can make great advantage of all the rehabilitation service resources according to the factual requirement of the disabled. Obviously, study on the rehabilitation needs of the disabled and service system construction of a region is a prerequisite for targeted a series of rehabilitation works and it is a problem to be solved urgently. Researching the general information, characteristics and laws and combining all the research and study of the capacity for Zibo city to provide rehabilitation services for the disabled, the study provided suggestions on how to further perfect construction system of rehabilitation services for the disabled and provides reference for developing relatively reasonable rehabilitation policy.【Methods】the study data is from the CDPF 2008 Zibo city rehabilitation needs for the disabled. The investigation is the survey sampling methods. The subject of the study is 26,615 persons with disabilities who are from five districts and three counties of Zibo city ( Zhangdian district, Boshan district, Zouchun district, Linzi district, Hightech district, Huantai county, Qaoqing County and Yiyuan County). The Rehabilitation Needs of Persons with Disabilities Questionnaire in Zibo City, compiled by the local government, is employed, which covered the general information of persons with disabilities, rehabilitation assistance and rehabilitation needs for the disabled. In accordance with the principle of informed consent, all the data were gained by township federation staff who made field investigation face to face with the disabled. Epi Databases are established and statistical analysis method was SPSS software.【Results】①Male disabled takes 61% and female disabled takes 98.78% among the persons who have been investigated, the dominant age of persons with disabilities is at he range of 41 to 60; physical disabilities have a dominant percentage of 57.3; except those who have not been assessed, the third level takes dominant percentage of 25.7%; illness predominates causes of disabilities which reaches 36.5%; taking care of themselves predominate daily status which reaches 50.6%.②The percentage for all types of persons with disabilities who have not been received rehabilitation services is much higher than those who have been received. Among them, the percentage for those low vision who have received rehabilitation reached 6.7%, and the percentage for those cataract patients who have received rehabilitation reached 14.1%; the percentage for the blind to receive rehabilitation reached 3.8%; the percentage for the verbal disability who have received rehabilitation reached 7.1%; the percentage for the hearing disability who have received rehabilitation reached 8.0%; the percentage for physical disabled who have received rehabilitation reached 11.6%; the percentage for the mental disable who have received rehabilitation reached 9.4%; the percentage for the spirit disabled who have received rehabilitation reached 25.6%.③Rehabilitation needs of all the disabled are different according to their category, among which typo scopes are needed most by the disabled in sight among their rehabilitation service needs (25.5%), emersion surgery is needed most by the cataract among their rehabilitation service needs(39.5%), life training is needed most by the blind among their rehabilitation service needs (16.1%), hearing aids are needed most by the listening disabled persons among their rehabilitation service needs (32.7%), sign language training is needed most by speech disabled persons among their rehabilitation service needs (18.0%), rehabilitation training is needed most by all kinds of limb disabled among their rehabilitation service needs (86.8%).【Conclusions】The disabled persons without the rehabilitation services were much higher than the disabled with rehabilitation services. The accessibility of rehabilitation among all kinds of disabled persons was poor. The study suggests the following:1. We should increase the intensity of public education and raise the awareness and inputs of the general public to support and assist the disabled.2. Research and develop of assistive devices for the disabled should be intensified and satisfy individual demands of the disabled in their adapting.3. Rehabilitation funding should be increased; various necessary rehabilitation institutions.4. Social rehabilitation service networks should be improved and perfected.5. Rehabilitation service work should be focused downwards from city to county.6. Leading awareness should be raised and make it improve and adapt the new requirements for the development of rehabilitation works of the disabled.7. Laws and regulations should be perfected constantly and make the work of the disable to develop healthily which is guaranteed with an long-term effective mechanism.8. Interregional and international exchanges and cooperation should be strengthened creatively and the ability of rehabilitation service work for the disabled should be furthered.
