Research On The Rehabilitation Of Elderly Disabled People In Hunan Province

General Secretary Xi Jinping pointed out that we can’t build an overall well-off society without sustaining progress towards universal health as a priority.Hence residents’ health should be placed in a strategic position of national development.The development of the "Healthy China" strategy emphasizes the need to adjust and optimize the health service system,take priority over solving the health problems of key special groups such as the elderly and the disabled.Elderly disabled people are the most vulnerable group as they are labelled as "old age" and "disability".It is significant to deal with the issue of rehabilitation of elderly disabled people in order to achieve healthy aging and national rehabilitation.This study focuses on elderly people cohort by adopting a mixed method.This research mainly applied a qualitative research methods with the support of quantitative research methods.Qualitative research methods include in-depth interviews,observation and documentation method.Quantitative study was through analyzed existing survey data from "Second National Sample Survey of Disabled Persons(Hunan volume)".The result reveals that elderly disabled people in Hunan Province have obvious group characteristics.Firstly,demographic characteristics show that there are more female elderly disabled people than males,and the trend of aging is outstanding.There are more elderly disabled people in rural areas than in urban areas.They are usually low education level,high rate of female widowhood.Secondly,the economic characteristics illustrate that most of the elderly disabled people do not participate in economic activities.Most of the elderly disabled people are working in the agriculture,forestry,animal husbandry,fishing and water conservancy industry.Also,unemployed elderly disabled people are usually supported by their families members who have low income.Thirdly,the finding shows that visionary,hearing and physical disability are the most commonly shown disabilities among elderly people.The(public and government)should pay more attention to the group of severe elderly disabled people.Various common diseases are the main causes of disability of elderly people.There are differences in the causes of disability in different types of disability.The field interviews found that the rehabilitation of elderly disabled people in Hunan Province has following three problems:Firstly,lack of institutional system and less efficient implementation.The second is the inaccurate rehabilitation supply and the lack of professional standards.The third is that the rehabilitation service system is immature and needs to be more customized.Therefore,based on the theory of needs,welfare pluralism theory,and civil rights theory,this article suggest to improve the rehabilitation system for elderly people with disabilities in Hunan Province.This paper advocates to regular the institutionalized system for the rehabilitation of elderly persons with disabilities;improve the rehabilitation organization management mechanism;and improve the quality of rehabilitation services enhance the collaboration between the government and multiple subjects.
