Childhood is a crucial period for human body and intelligence development,during which the normal development of various human functions will directly affect the quality of life of a lifetime.According to the World Health Organization(WHO),rehabilitation and adaptation training can help disabled people achieve and maintain the best behavior ability and enjoy a higher quality of life.Get timely and effective rehabilitation services and related treatment as soon as possible,and the disabled children will have more hope for their present and future quality of life.Our government has placed children’s welfare in an important position.The Ministry of Finance and the Ministry of Civil Affairs used 558.9 million yuan of lottery public welfare funds for children’s welfare projects in 2018,accounting for 19.28% of the lottery public welfare funds issued in 2018.The government’s huge investment in children’s rehabilitation welfare supply can be seen,but in sharp contrast,the special survey conducted by the China Disabled Persons’ Federation shows that no more than 20% of disabled children in the whole society receive rehabilitation services,and there is a huge gap in rehabilitation needs of disabled children.There is a mismatch of resources between the supply side and the demand side of rehabilitation for disabled children.A concrete manifestation of resource mismatch is that although disabled children raised by the state in public welfare homes can get effective physical rehabilitation through timely and free rehabilitation services,the traditional closed management causes the problem of insufficient social ability of these children;Family upbringing of disabled children is limited by the closed management of public welfare homes for children,and they cannot enjoy the rehabilitation services in hospitals,which has caused irreparable lifelong regret.W City Children’s Welfare Institute continues to explore a new model of rehabilitation services for disabled children.With the help of the State Council’s "Opinions on Establishing Rehabilitation Assistance System for Disabled Children",it cooperates with professional rehabilitation institutions through the government’s purchase of services and idle rehabilitation facilities and equipment,breaking the traditional closed management model and "opening the door" to provide professional,low-cost and systematic rehabilitation services for disabled children outside the hospital.At the same time,children in the hospital can contact the outside society scientifically and orderly,thus strengthening the hospital.The expansion model of children’s rehabilitation service in W Children’s Welfare Institute is a beneficial exploration and attempt to improve the matching degree between supply and demand of rehabilitation service for disabled children.This study is guided by Social Equity Theory and effective demand theory,this paper studies the supply side and demand side of the rehabilitation of children with disabilities from the macro-level development of the National Child Rehabilitation Service and micro-level case analysis of W City Children Welfare Institute.Through case study,the role of the new model in improving the matching degree of rehabilitation supply and demand is explored.Through the analysis of the policy system,the executive body,the target group and the policy environment in Smith’s policy implementation model,the paper explores the supply and demand characteristics of rehabilitation services for disabled children.Through summary,put forward to promote the rehabilitation of disabled children resources to further optimize the allocation of views and recommendations.
