To put the most suitable person in the most suitable position is the highest state that modern enterprise HR management pursues. But how the enterprise distinguish who is the most suitable person? The competency model provide the most effective tool.This research use the technical staff of local broadcasting and TV station as the object of study, use the competency theory as the background, by analyzing the working content of the staffs and by personal interview of the staffs, to set up the work task model of these technical staffs. And then compare with the general competency dictionary and the expert opinion method, to arrive at the characteristic checklist of the competency of broadcasting and TV station technical staffs, and to summarize the competency of this position. And again using the Structural Equation Model to verify the relationship of the competency and the group of the Competency. And the relevancy of different competency groups. The final result is:the broadcasting and TV station technical staffs competency model includes:technical knowledge, operation skills, resolution capability, information acquisition, consciousness of problems, innovation, divergent thinking, logic level, achievement motivation, team awareness stability, consciousness. And they can be grouped into3competency groups:acknowledge and skill, problem solving, personality characteristics. The verification of the model shows that the coefficient of internal consistency reaches high level, conception effect is good, the structure is stable.This research can be directly put into use of the select, training and evaluation of the technical staffs of broadcasting and TV station. To provide the solid evidence to the research and application of this position. In the meantime, this research enrich the theory and practice of the competency and competency model.
