The concept of competence has been become a focus in the global management research field, and attracted enterprises, also academe's attention after appearance. The broad and deep research to competence has developed a new domain for the advance of human resource management in the future. People start to care about the management of employee's competence and to seek competition advantages inside the organization.The term "competence" comes from study of management. In China, it has a lot of translated forms meaning as capacity, ability, and model of competence. This term developed by a famous researcher in organizational behavior field, David McClelland, in 1970s', especially presented individual competence. After 1990s', the concept of competence was introduced into strategy management by Prahalad and Hamel, then the concept of organizational competence appeared. So, we must consider these two concept in the same time, but generally speaking, competency means individual competence.The trait of competency model is that it can differentiate the low-performance employees from the high-performance group. The competence model started in U.S.A. in the 1970s, then it was applied broadly in many field in U.K. and other countries. Many global famous big companies, such as AT&T, IBM and native enterprises, for example, Huawei Technologies Co., Ltd have developed competency model system, and introduced it to their HRM system. Practiced and operated in business for more than 30 years, the competency model has been very popular in the world. Many consultation companies was born which mainly offered to build competency model for enterprises, and more database and general dictionary of competency have been developed. But in China, the competency model is a new word for much managers, there's a long way to go for the researching and practicing of competency model.This paper discussed what competency is needed for Publishing company editors with using individual case researching method. We chose Publishing company editors for building competency model system, with using BEI, questionnaire, and 360 evaluating method, we discussed which traits were necessary for better performance, and then we developed the system for many aspect in HRM, such as selecting, performance evaluating, salary management, and vocation career management.
