Water resources are the basis for the survival and development of human and the material guarantee for the sustainable development of society. With the development of society and economy and the higher demand from the environment, China is facing the huge pressure of water shortage and deterioration of water environment in these years. As the results, our understanding of water resources problem has been promoted, and the concept of "Water Resources Carrying Capacity" has been gradually formed and become a new hot issue in the research of resources and environment.With abundant natural resources and convenient traffic, Huaihe River Basin is located in the center of China. However, the problem of the water shortage and water pollution is very severe in the basin, and it has hindered the sustainable development of society and economy. Therefore, the research of the water resources carrying capacity in Huaihe River Basin would give direction to the sustainable development of society and economy.Based on referring to a large number of domestic and international literatures about water resources carrying capacity, the paper analyzed the present condition of socio-economic, water resources and water environment in Huaihe River Basin, and concluded the current water resources problem. Depending on the theoretical framework of water resources carrying capacity, the present situation and the relevant information collected in Huaihe River basin, we firstly divided the research area into some calculated units, and then constructed the social-economic system model, the transform relationship model of water resources, and the simulated model of water environment system. After the parameters were validated based on the actual data, we integrated three models into a compound model which was called "the interactive model of social-economic-water resources-water environment compound system". Based on the interactive model, we developed a model for the water resources carrying capacity in Huaihe River Basin and the corresponding calculation software. With this software, the water resources carrying capacities of Huaihe River Basin in different years, different hydrological conditions and different environmental conditions were calculated. The analysis on the evolution properties of the results was carried out and the rule was found. At the end of the paper, the quantified countermeasures were promoted. Through the research of water resources carrying capacity in Huaihe River Basin, the paper further defined the capacity of rivers and lakes in supporting the socio-economic system in the research area. It would give a significant direction to sustainable development of society and economy.
