With the development of economical globalization, the talent has become the determining factor of the economical development. The contest of talent has been launched between the nations and areas. The country which has the talent obtains the competitive advantage. The key factor of attracting talent is the talent environment. In a sense, the competition for talent is also the competition for talent environment. Jiangxi Province ought to achieve the goal which rises in the middle area. The key factor lies in building good talent environment to attract talent.On the foundation of talent environment's theory and the practice, this article has carried on the appraisal on Jiangxi's talent environment. Through constructing the talent index and the talent environment index, analyzing grey incidence degree between them, vertically analyzing the developing situation of the Jiangxi's talent environment, taking the grey incidence degree as the weight, it has calculated the comprehensive index of Jiangxi's talent environment; Taking all the factors which affect talent into account, it constructed a systematical,operative and the subjective and objective data unified talent environment appraisal indicator system. Using the fuzzy synthesis evaluation and through calculating various provinces'talent environment index fuzzy evaluation membership degree method, it carried on horizontal analysis on some mid-west provinces which included Jiangxi province. On the foundation of analysis, it gave some strategies and proposals of improving the Jiangxi's talent environment.Through the interrelatedness analysis, it discovered that looking from the overall the indices had remarkable influence on talent development. The interrelated nesses between"the staff average wages","the per-capital gross national product","the science and technology education article health funds expenditure","the cities inhabitant per-capita housing area"and talent comprehensive index are highest, indicating these indices had the biggest influence on Jiangxi's talent development. Through calculating the talent environment comprehensive index, it discovered Jiangxi's talent environment maintained certain growth since 2001. But the rising rate is not very big.The greatest rate is 17.8% and smallest is only 7.8%. It indicated our province's talent environment construction is unoptimistic. Through carrying on the horizontal analysis between our province and some mid-west provinces, it discovered the chosen areas'talent environments are basically at the same level, from which Jiangxi ranked behind Shanxi and Hubei, whose position rowed the third.In the contrast of subring talent environment, Jiangxi's talent market environment and the residential environment placed first and second, but the economic environment,the working conditions,the social environment and the talent policy environment place is not high enough, which is sixth, seventh, sixth and fifth respectively.
