Since entering the new century, the State has proposed implementation of talent strategy with an emphasis on high-level and highly skilled talent.As power industry is a kind of skill concentrated industry, technical talents play a key role in electric power corporations. At present, some problems emerged in the progress of technical talent construction, such as unreasonable technical talent structure, inadequate investment in technical talent construction and obstacles of technical talent development mechanism, which have a great impact on the development of the electric power corporation. Therefore, the study on evaluation system of the technical talent construction and technical talent construction plan for the development of Qinghai Electric Power Corporation has an important significance.Combined with the current situation in the progress of technical talent construction in Qinghai Electric Power Corporation, the evaluation system of technical talent construction has been proposed. It has been using the model of principal component analysis and grey correlation, which includes five aspects of technical talent scale, technical talent quality, technical talent inputs, technical talent outputs and technical talent environment for evaluation of Qinghai Electric Power Corporation technical talent construction during the eleventh five-year. Comprehensive evaluation conclusions, it has summarized and analyzed the key indicators effect the technical talent construction of Qinghai Electric Power Corporation, and it has a guiding significance on the technical talent construction planning during the twelfth five-year.Based on SWOT (strength, weakness, opportunity, threat) analysis of technical talent construction environment in Qinghai Electric Power Corporation, it has proposed technical talent construction planning during the twelfth five-year, including the demand forecasting of technical talent, technical talent intensive construction and the mechanism of education and training, incentive, compensation and recruitment. What’s more, specific recommendations for the problems have been put forward. These recommendations can provide reference and practical significance for the development of Qinghai Electric Power Corporation.
