To develop circular economy and encourage sustainable development has become common sense of every country in the world. Many countries have made it strategic goal. China has advanced to carry out sustainable development and builds economical society according to Chinese current situation, and develops circular economy. Circular economy is essential paradigm that ensures Chinese sustainable development. To build and extend industrial chain is the crux to fulfill circular economy.The paper begins its discussion by introducing development and methods of circular economy, synthesizing the current situation of circular economy. Thus it explains the theory of industrial chain in the perspective of its essence and practical meaning, analyzing the linking function in industrial chain in the process of developing circular economy, concluding the current researching situation of the industrial chain from study perspective.Next the paper discusses the application field according to the traits of industrial chain in circular economy and on the basis of planning theory and methodology in SD-M integrated model. The SD-M model takes the meaning of system dynamics (SD) model for industrial chain research with multi-objective programming (MOP). Due to the disadvantage of system dynamics model, the paper takes Multi-objective programming. According to the study, the paper integrates system dynamics model and multi-object programming to research the quantitative study in industrial chain system.Then the paper explores the advantage of SD-M integrated model, according to characteristics of SD model and MOP model. The paper advances to make process of SD-M integrated model. The papers create SD by analyzing industrial chain system in circular economy. The paper starts to analyze sensitivity by occupying SD model, getting sensitive factors in the system. The paper uses sensitive factors as decisive variables and takes economic efficiency ecologic efficiency to build Mop, thus get the answer. At the end, using the program to imitate, the goal is to provide scientific policy for industrial chain planning.At last, in the process of making circular economy development planning for LZH, a city of SICHUAN province, the author makes experiment on SD-M integrated model. The author presents and analyzes the current development of the coal industry and the way of developing circular economy, advancing to extend the chain of coal processing industry. The author also builds SD-M integrated model of coal industry. By using the database from the experiment, the author provides scientific suggestions for LZH city in circular economy.
