Circular Economy was put forward by a American economist in 60s of 20th century. It is a new style of sustainable development. It argued that resources environment is the material base of human economic development. Conditional economy is a linear economy by the way of 'resources-product-pollution'. The character of it is high exploration, low utilization and high pollution. One the other hand, circular economy claimed that the economic behavior must be organized in a feedback flow such as 'resources-product-renewable resources'. The main character of circular economy is low exploration, high usage and low pollution. It can make all materials and powers utilized with reason in this age long cycle. Circular economy is a kind of zoology economy and there is a '4R' principle to mark it, that is Reduce, Reuse, Recycle, Rethink.Most of developed countries replanned the industry development on the base of zoology economy theory in order to prove the economic benefit and avoid environment pollution from 80s of 20th century. Circular economy have become a new economy current recent years. It was introduced into our country at the end of 1990s. On 29th, September of 2004, Nation Development and Revolution Committee convoked the national circular economy work conference and advanced that every local government should make the eleventh five years programming on the base of circular economy theory.Circular economy theory was regarded much more and more important by people, but the research of it was just from cognition concept or qualitative analysis and lacked of effective model to put the circular economy concept into the economy planning quantitatively. For this reason, we try to build a region circular economy planning model on the base of system dynamics theory, and further on the base of this model, combine multi-objective programming theory with system dynamics model to form the integration model. We applied this integration model in a region circular economy research and get a series of results. This model conquers the limit of sole model and gives us a new idea to describe complex great system.
