The eco-industrial park is developed based on the coal resources. The new economic model is designed by ecological theories and circular economy, which has the characteristics of the closed material recycling. But the eco-industrial park is also facing some difficult positions such as exhaustion of resources and low economic efficiency and system instability. It is urgent to study and to explore the sustainable development ways for the eco-industrial park. In this thesis, based on the theory of circular economy and eco-industrial. Based on the analysis about the recycling economy, as the entry point of the coal eco-industrial park, the two levels of coal eco-industrial park circular economy are argument, within and between the enterprise.On the basis of theoretical analysis and modeling, Zaozhuang Dongjing eco-industrial park is empirical studied. The structure of the industrial park has been analyzed by the matter and energy input-output model. Enterprises symbiotic relationship of the industrial park is evaluated, resource and energy utilization efficiency of industrial park has been evaluated with the emergy analysis method and the calculation of the coefficient of environmental damage or restitution.Based on the analysis of system structure of the eco-industrial park, using system dynamics approach, the system dynamics model of coal eco-industrial park coordination development has been established. It is pointed out that the economical capacity and the population capacity that is decided by the environmental capacity are the scarce essential elements, which hinder the coal eco-industrial park development, and become the important endogenous variables and the rigid constraints of the coal eco-industrial park development. During the process of establishing the coal eco-industrial park system development dynamics model, the appraisal of coal eco-industrial park about environment supporting capacity is carried on, and then the limited environmental capacity restriction function to the economical scale and the population scale of coal eco-industrial park system is studied, and combining the environment goal and the coal recycling economical industry development, the process of coal eco-industrial park development is revealed from the point of the recycling economy.Combining with present successful development experience of Zaozhuang Dongjing coal eco-industrial park, policy suggestions about coal eco-industrial park development are proposed:combining microcosmic management which takes enterprises as main body and government’s macro-management, supporting the development of industry which has high industrial interrelatedness with coal industry and highly-developed characteristic, greatly developing small and medium-sized enterprises, conducting resource allocation in a wide range and so on.Through the theory study of coal eco-industrial park development based on the recycling economy and empirical study, the research about coal eco-industrial park will be studied in depth on diverse aspects such as theoretical basis, running mechanism and method analysis, and through unifying case analysis about Zaozhuang coal eco-industrial park, it will provide realistic directive significance to coal eco-industrial park.
