With China's industry development and the improvement of living standards, the pollutant emissions showed an upward trend, and environmental pollution has become increasingly serious. In order to effectively strengthen enterprise management and monitoring of sewage disposal, it is need for state EPA to promote key pollution sources on-line monitoring. However, at present, the degree of automation and information of China's existing sewage monitoring systems is yet low, measuring conditions are relatively harsh, and the data transmission way is single, so all of these are negative for universally promoting the monitoring system in pollution enterprises. In view of this, the remote monitoring system for sewage flux based on a variety of network access technology is developed, which can provide the basis of decision-making for the department of environment protection administing pollution's intensity, also restrict enterprise sewage discharge to reduce pollution overall.This paper analyses the domestic and foreign study status of the remote monitoring system. Meanwhile it successfully transplants the mature remote monitoring technology to environmental monitoring and meets simple and practical requirements. Therefore,it is an innovative application to flux monitoring for remote monitoring technology.The hardware and software of the secondary controller system is designed. A Parshall flume is choosed that is suitable for industry sewage discharge monitoring, a ultrasonic level sensor is used that is supporting to Parshall flume and has a non-contact measurement advantage, flow totalizer uses MCU AT89C52 for the control system, which around the corresponding external circuits are designed. The secondary controller system overcomes the past serious shortage that flux monitoring requirement for water quality and quantity is harsh. It is a big step forward in the monitoring for sewage flux.This paper analyses several current data transmission ways, for different pollution enterprises with different situations, it creatively puts forward the data transmission way based on a variety of network access technology and designs the network. That overcomes the shortcoming which the single data transmission way can't meet different enterprises'requirements. DTMF-PSTN communication has the advantages such as simple interface, low-cost and is suitable for closed , shielding and not available on the Internet outfall; VPN-Internet communication'transmission capacity is large and secure,it is suitable for the enterprises owned Internet;GPRS communication has the advantage that is not subject to geographical conditions,so it is appropriate to wild enterprises. Three communication means are complementary, have flexible application and can meet the vast majority of requirements of enterprise applications.In the part of the host controller system, the data collection software is developed through C++ Builder, the WEB data issuance system chooses B/S frame which greatly simplifies client, and grades in accordance with administrators, EPA and enterprise which adequately protects the use rights of all levels of users.The serial port experiment and GPRS receiving and sending data experiment shows that data transmission between the monitoring terminals and the center. The successful application in Chongqing erterprises indicates that the system is stable and reliable, convenient and practical, and it gets user's consistent praise, the development of the system has a practical significance.
