The Research Of The University-Network-Emergency Disposal System

Along with the rapid development of the Internet all over the world, network media has now been generally recognized as'the fourth media', ranked after newspaper, radio and television. Network information nowadays, which is full of the negative, unfaithful or even pornographic messages, has left a terrible effect on network conditions of university students. At the same time, because of the frequently and widely spread of public opinions through the Internet, many emergencies happened in both colleges and societies has also greatly influenced the security and stability of the university and the society. Due to the impact from others or the discontent towards their schools, students may also distribute these unfaithful information or public opinions aimed against their schools through the Internet, which has greatly affected the reputation and the development of these universities. Sometimes under even worse conditions, this may lead to emergencies in the campus, which could cause inestimable consequences of the Emergency Response System of the campus.Through researches, we discover that universities are now faced with the following problems on the Internet public opinion:Universities cannot be able to access the accurate time of the distribution of the Internet public opinion. This may cause the delay in the process of the Emergency Response. Cannot be able to accurately locate distributors and participants of the Internet public opinion. This may be not conducive to the Internet public opinion being quickly settled. Cannot be able to timely notify the related supervisors. This may lead to a situation which is difficult to manager after the spread of the Internet public opinion.This paper has integrated features of both the Internet public opinion and the emergencies, and has proposed a design of the Internet Emergency Response System according to the requirements of universities in dealing with urgent accidents. This system has been mainly focus on the three websites mentioned above, where students log on and post most frequently, collect and analyze the information about Internet public opinion. Once the system has found the Internet public opinion against their university, the warning system will be triggered. At the same time, the warning messages will be sent to the supervisor through SMS platform. In addition, the Emergency Response Template will also be started.This paper focuses on the network information gathering techniques, hot topic detection technology, network platform technology, sensitive discovery technology and database technology. According to the requirements, this system has designed 6 modules including the public opinion gathering, public opinion information pretreatment, hot and sensitive topic detection, student network ID updates, emergency response and short message sending. Also we have provided basic solutions of the emergency disposal of university network.
