In these few years, China’s emergencies occur quite often. As civic awareness getsimproved, responsibility of media gets better; these emergencies can be reported anddiscussed in a wide range, followed by more and more society reactions and actions inreality world. Guidance of public opinion in emergencies is becoming the focus pointand difficulty in academic research.However, with the development of the Internet, the cyberspace is graduallybecoming the biggest and fastest spread place of news and opinion, instead oftraditional media. The two sides of Internet appear after the emergency breaks: itpromotes the exchange of information; on the other hand, much more disorderinformation comes out. So, in front of the surge of public opinion in cyberspace, it isurgent and necessary to analysis the internal discipline of the emergencies’ publicopinion in cyberspace. This is not only the problem in Internet communication field,but also the need of the whole society.Based on the discussion of the emergency and its public opinion in cyberspace, weselect the public health emergencies as our research object, and propose the focus ofthe research: the research of the current condition of public opinion in public healthemergencies and its evolve feature. The research is conducted to make clear the generalcondition of public opinion in cyberspace and its development trend, and to discoverthe periodicity of public opinion in public health emergencies with the analysis in someof remarkable public health emergencies occurred this years. We try to discover theproblems that government and citizens have in the process of the guidance of publicopinion, and build a media platform for citizens and relevant people in the publichealth emergencies.
