The recent years has witnessed a surge in public opinion events on the Internet, making the network and mobile phones an important channel for understanding, studying, responding to and preventing all kinds of public opinions related to emergencies.With emergencies at universities as the temporal and spatial coordinates and the formation and transmission of public opinions as the event coordinates, this paper adopts literature review and empirical research in an endeavor to carry out a rigorous research of the mobile phone-based public opinions of current teachers and students in colleges and universities in China, and a comprehensive and rational analysis of their use of mobile phones in emergencies and the characteristics of public opinions formed, to suggest concrete measures for guiding and planning mobile phone-based public opinions for unexpected events in universities.The mobile phone and mobile Internet are both aimed at creating a better life for mankind, and solving problems more efficiently. This implies that public opinions, whether disquieting or stabilizing, should always be an important social element for solve problems and promoting progresses.The first chapter, that is, the introduction, elaborates the origin of the present study, the domestic and foreign status quo of relevant studies and research methods, and offers definitions for important concepts involved in the thesis, including unexpected event and network public opinion. The second chapter analyzes the formative factors and modes of mobile phone-based public opinions in university emergencies and the subjective and objective factors for their formation, and reviews the polarization mode and leader mode in emergencies. The third chapter conducts an empirical study of mobile phone-based public opinions in colleges and universities, and analyzes their transmission from the perspective of expected remuneration, labor intensity and subjective experience. The fourth chapter analyzes the latent problems of mobile phone-based public opinions for university emergencies, including the early warning preparedness, monitoring means and the efforts toward their solution. The fifth chapter puts forward suggestions for managing university emergencies in the era of mobile Internet from the angle of campus early warning , channel monitoring and public opinion processing.
