Ordos is a new city in the western China, which has made such a rapid economic development achievement, and gradually become the focus of media and public opinion in recent years. In the face of economic downturn and the pressure of reform and development, we also have to deal with the contradiction of increasing network public opinions and low response capability. There is a problem that must be solved quickly for Ordos government, including how to judge the impact of network public opinions accurately, then take effective measures timely, and how to make people participate in public events orderly, and avoid negative effects as much as possible.There are several works have been done in this thesis:(1) Based on the actual of Ordos and starting from the motivation of local government regulation, this thesis have analyzed the current situation of the network public opinions in Ordos, and the shortages of local government response.(2)This thesis have established an index system to monitoring situation in local network public opinions and guiding their classification. This index system is established according to domestic and foreign related literature, "golden 4 hours" principle which is proposed by The People’s Daily, and local actual situation.(3) After analyzing the emergency response plans of network public opinion events in Ordos, and interviewing or discussing with experts and relevant persons in charge, This thesis put forward some proposals for dealing with the different network public opinion emergencies.By establishing a system of judging and disposing network public opinion emergencies, we can take effective measures as soon as possible and save labor costs. This will be beneficial to enhance the credibility of local government, establish a good image of Ordos, safeguard citizens’ interests and make a contribution to the science of public management.
