The Study Of The Establishment Of The Evaluation System For The Investment And Produce Of Scientific Research In A Grade3and First-class Hospital Of Xinjiang

Objective:To estabolish a scientific, objective, comprehensive and quantitative combined with qualitative evaluation indicator system for research input-output effeciency, which is applied especially for grade3and firt-class hospital in Xinjiang Uygur aotunomous region. Methods:We analyzed the research input-output effeciency of one hospital. We performed three time questionaires to25experts who come from different fields, by using Delphi method and analytic hierarchy process (20effective questionaires). Based on screening estimation of experts, we determined the indicators, the weight and the standards of each indicator, the logic consistency of the above were tested, and the model of input-output ratio was set up. Results:the response rate of three-time quesitonaires was above85%. Authority coefficient of estimation indicators from experts was above0.7. The consistent test met the logic consistency, confirmed that the weight of each indicators was scientific and objective. Finally, we estabolished evaluation indicator system for research input-output effeciency composed of5grade I indicators, which included human resource investimnet, financial investiment, scientific publicantions, scientific achievement and persons for profession training,12grade II indicators and29grade III indicators. Conclusion:This study shows that the fund Investment is the most important factor of the produce of scientific research in a grade3and first-class hospit-al, and followed by the human investment. Moreover, we should put human investment and fund investment together organically, rather than isolated consider one of them. Therefore, to improve the whole scientific research performance of the hospital, we must further increase the investment of scientific research. The hospital leaders should investigate the research status and level of each department thoroughly and evaluate comprehensively, and clear research direction of each department, and make recent scientific research plan and the further development plan. Focus on supporting the development of key disciplines, it is necessary to support the relatively weak research departments, such as giving tilt policy to ensure the stable development of the research activities of these departments, guarantying human and financial investment for them, so as to make the scientific research development of the hospital more comprehensive and reasonable.
