Research The Migrant Workers' Participation In The New Rural Cooperative Medical Insurance

Recently, migrant workers have becoming an important group, raising more and more concerns from all sides, which exert a great influence in the economic development of our country. How to conduct this group developing in a healthy way, letting them continue to make their unique contribution to China's economic growth? How to preserve their rights and promote the coordination between society and humans, increasingly become the social focus which many scholars are studying. Among them, the migrant workers'healthy insurance problem is one of the urgent tasks which the government must take steps to resolve it.Basing on the theory of equity in health services, this dissertation reviews the practice of the nation's and Jiaxing's new rural cooperative medical insurance and analyses the migrant workers' unsteady transfer characteristics, the demand for health services and the advantages of new rural cooperative medical insurance systems. Through the comparison from migrant workers' health insurance models in major cities and especially doing research and analysis for the cooperative medical insurance policy for migrant workers in certain conditions in Jinxing, this dissertation points out the policies which need to further improve.Basing on the investigation and analysis of 289 migrant workers in all walks of life and 56 entrepreneurs, this dissertation finds out the migrant workers' level of understanding of medical insurance policy, the migrant workers' willingness of taking part in the new resident rural cooperative medical insurance and the cost of financial resources that the entrepreneurs spend on migrant workers' medical insurance system. Meanwhile, it provides a first-hand information for the realization of migrant workers to participate in the new resident rural cooperative medical insurance.For the problem in the process that realize the migrant workers' participation in the new resident rural cooperative medical insurance, this dissertation proposes policy recommendations for fairness of health services. Through a series of measures such as transferring payments by central government, speeding up cooperative in health information technology, transition from the health sector institutions to social security and so on, the will that migrant workers take part in the new resident rural cooperative medical insurance will finally come true.
