new rural cooperative medical insurance as the main body.Although the establishment of three kinds of medical insurance system and fully implement to some extent solve the problem of unfair coverage narrow level,but because of the design positioning,three kinds of medical insurance system and put forward the background,after the independent operation for many years,the level of financing,compensation scope,compensation ratio and other aspects of the existence of large differences,China's medical security system to a certain extent,it is difficult to achieve real justice.Therefore,we should pay more attention to the degree of protection of the system to the corresponding population in solving the problem of unfairness.Otherwise,under the principle of collecting and fixing the medical insurance fund,the difference of the system is easy to be rationalized,which brings harm to the fairness of the income of the insured groups under different systems.Therefore,the co-ordination of urban and rural residents medical insurance,to ensure that everyone is equal access to medical treatment opportunities and medical treatment is the focus of attention in health care reform.This paper will research on Zhuhai City medical insurance system,select the reasonable and effective medical insurance equity evaluation index and method of measurement of Zhuhai city under the medical insurance system of health service utilization degree of fairness,in order to establish and perfect the system of medical security in China to provide a reference.MethodsThe medical insurance system of Zhuhai was selected as the research object.First of all,the actual situation of the implementation of the medical insurance system for urban and rural residents according to the research object,combined with expert advice,the selection of the universal and representative of the evaluation index;secondly,through literature research,find the relevant data of Zhuhai from 2006 to 2015,the medical insurance fund balance of the Theil index analysis,and in Zhuhai City,Foshan city and Zhaoqing city fair comparison;finally,by using the method of comparative analysis of relevant data collected and the data were analyzed,and the three city financing fairness and equity of the use of medical service by regression analysis of the results,and the results were discussed in depth research.ResultsBy studying the relevant data of Zhuhai City,the basic medical insurance system,the basic medical insurance system in Zhuhai City,equity and medical services by the Theil index fairness decreased year by year,show its fairness gradually improve;from the contrast of Zhuhai City,Foshan city and Zhaoqing City,Foshan City,the highest equity financing.The fairness of Zhaoqing city is good,fair and stable development of the Zhuhai city.At the same time,the overall fund balance situation of higher medical insurance system for urban workers in Zhuhai City,the cumulative balance of payment level can be up to 22,7 months,the medical insurance fund includes personal account funds,the cumulative balance rate of 91.04%,urban and rural residents medical insurance fund balance in good condition.ConclusionThrough the comparative study,we can see that the fairness of the basic medical insurance system needs to be improved.First of all,comparison of medical insurance system for urban employees medical insurance system for urban and rural residents of the level of treatment should be improved;moreover,the balance of funds of medical insurance system for urban employees too much,can the balance of medical insurance payment for almost 2 years,the pool of funds deposited too much,not to the effective use of funds.This paper puts forward some countermeasures for the unfairness of the basic medical insurance system in the three aspects of the social medical insurance system,the medical insurance treatment level and the medical insurance fund.Put forward the corresponding countermeasures,from improving the treatment of urban and rural residents,the medical insurance system of safeguard measures to promote the medical insurance system in Zhuhai city and promote the integration of basic medical services to achieve the equity of the basic medical insurance system in Zhuhai city;to strengthen the basic medical insurance fund management,especially focus on the related operation of medical insurance fund for urban workers the establishment of the basic medical insurance fund early warning system,strengthen the budget management of the basic medical insurance fund balance,improve the overall efficiency of the fund utilization.Through the implementation of more effective measures to realize the fairness of the basic medical insurance system,put forward related suggestions for the development of urban and rural medical insurance system in China is better in the "13th Five-Year" period.
