The Research In Establishing And Supplementing The Migrant Workers' Medical Insurance

Objectives: At present, there are about 200 million farmers-turned migrant workers in China. They make tremendous contribution to the economical development of our country. But the farmers-turned migrant workers'medical insurance has not been paid enough attentions. The aim of the article is to know the current status of medical insurance of farmers-turned migrant workers, analyze the factors of the medical insurance; propose the solutions of these problems and provide some references for some departments finally.Methods: Through literatures reviewing, consulting experts, spot investigation and other research techniques, to understand the current status of the healthy and the medical insurance of farmers-turned migrant workers;to explore the main factors caused the lower level of farmers-turned migrant workers'medical insurance. Design the survey form about the farmers-turned migrant workers'will and action to participating in the medical insurance. Understand their subjective expectation of the medical insurance. Inputting the data into the Epidata 3.0, describing and analyzing them by SPSS 16.0.Results and analysis: The prevalence rate of chronic diseases is 3.4%, it is lower than the average level of the nation obviously (20%); when the farmers-turned migrant workers feel sick and should seek medical treatment from the hospitals, some of them did not go to the hospitals, 37.7% of the farmers-turned migrant workers has the experience. 50.9% of the farmers-turned migrant workers Participated in the medical insurance and so on. Because the government's orientation on farmers-turned migrant workers'medical insurance is not exact and lack of the government's function, building the system of farmers-turned migrant workers'medical insurance is behind, capacity of the management is not advanced. In addition, for the farmers-turned migrant workers'cultural quality, consciousness of maintaining the right and participating in the medical insurance are low-level, their right of medical insurance have been often infracted.Conclusion: The government, employers and farmers-turned migrant workers and other subjects all should Perform their duties, it is more important the government to exert the government's social management and perfect the system of the farmers-turned migrant workers'medical insurance. Various measurements should be taken to resolve the problem of the basic medical insurance properly, in particular, to solve the medical treatment in different places and the transition relations of the medical insurance.
