With the rapid development of Chinese economy, people's need for medical hygiene are growing. Due to various reasons,"hard to see a doctor, expensive to have medical treatment"has become a prominent issue and an important livelihood, which is widely concerned by our nation. In March,2009,Consensus On How To Deepen Medical Science System issued by CCPCC and State Council of China put forward the goal of medical reform, which is to establishing a basic medicare that covers urban and rural areas and provide the public with a safe, efficient, handy and low-cost medical service. The Consensus also demand to build a normative state-owned hospital operation mechanism to follow its public interest nature and social benefit principle, and focus on the patient. In February 2010, a document, With Regard To Publish Guiding Opinion Of State Hospital, requires us to build performance evaluation system which is focus on public benefit.With the deepening reform in medical system, a systematic and persistent Performance management marks modern management of public hospital. Research in performance management and check-up system plays an active role on how government evaluates performance of public hospital rationally, comprehensively and objectively. Adapting a reasonable performance management, building a scientific and exercisable performance check-up system contributes to the development of medicine and the breeding of virtuous competition environment, is also provided with realistic significance. Plus, there are many advantages in intensifying performance management, such as increasing operating efficient to reduce cost, raise the degree of satisfaction both the Patient and the hospital, promoting the work efficiency among various divisions and individuals as well, so as to provide a better room to grow. Therefore,by using the ways of retrospective and questionnaire surveys, sorting out the performance management system and relevant business data of T hospital and analyzing the current situation of the performance management and feedback in state-owned hospitals, utterly analyzing its cause of formation to optimize and provide suggestion, prominently emphasizing the principles of non-profit, balanced development and data-oriented characteristics. The index system Performance Appraisal, which based on performance leadership, brings a great innovation in traditional performance management and appraisal, is in accordance with its non-profit nature. Meanwhile, we greatly emphasize on the important position in mutual communication between administers and staff in performance management, bring forward the consistency of the management in vitality and performance and the development plan of staffs.In this study, three challenges of performance management in state-owned hospital have been pointed out: first, dynamic improvement between performance management and measurement. Second, the balance of the distinctiveness, speed and quality of medical service and performance tri-dimensional of cost-oriented hospital. Third, the suitability of hospital culture soil.
