he development of higher education has been faced with pressures from tow aspects since the latter half of 20th century in this world. One side, the demand of higher education has been updated constantly. And on the other hand, more and more people pay attention to the quality of higher education. These tow aspects make a global problem in the development of higher education. At the end of 1990s, the higher education started a universal course in our country. In this course, we faced with problems between the demand of higher education and the quality of higher education. The higher medicaleducation became common along with higher education and our higher medical education also faced with contradictions on quality, demand of education and popularization of education from the view of characteristics and requires of higher medical education.The Shandong provincial government directed at the problems for structure of specialty and hierarchy of higher medical education and made some adjustments in whole province during the 10th five-year project. Initial results of adjustment had achieved prospective requirement. However some new problems emerged and led the failure of macroscopic policy with thedevelopment and increase of higher medical education. The author carried through this study in order to provide useful information to policy maker of higher medical education reform through analyzing actuality and find out the problem in higher medical education of Shandong province.This research subject referred to some files such as Documentation Compilation of Affairs of Health Technology and Education and using some correlative data of Education Annual of Shandong Province and Heal Statistic Information of Shandong Province from 2001 to 2005. These data was calculated by Excel2003. The actuality of higher medical education, thestructure of health human resource and the demand of heal professionals of Shandong Province was analyzed and estimated.Outcomes of this research indicate that: according to estimate, health human resource of Shandong province has a tendency of saturation at the present time, but regional allocation of heal human resource is unbalanced; distribution of health human resource in health institutions is also unbalanced; in the meantime, educational background and structure of health professionals is not very well. There are some problems brought in higher medical education of Shandong province when the scale of higher medical education developed rapidly, such as the quality of medical students is descending, the number of teachers is correspondingly lacking and the demand of health professionals can not fit what health market requires they have.Aimed at the actuality of the higher medical education in Shandong province, it is necessary to take a series of countermeasures to reform and development, including:1. Structure adjustment of medical education. 1) Scale adjustment of medical education. It was advised that in the next 5 to 10 years the enrollment scale of medical colleges should be controlled within 26000. The specialty of medical education should develop designedly according to the demand of health human resource; decrease the enrollment scale of medical education gradually in order to improve the quality of education to fit the characteristic of elite education and to attend to the needs of society. 2) Hierarchy adjustment of medical education. The proportion of postgraduate education should be increased, undergraduate education should develop steadily, and education of secondary specialized schools should be firmly compressed, education of technological academies should be given convenience befittingly in a short-term and its proportion should be controlled in a long-term target. 3) Specialty adjustment of medical education. The enrollment scale of clinical medicine and nursing should be controlled designedly. The range of specialty should be enlarged and the number of third level subjects should be decreased and brought to second level subjects gradually. In this way relevant professionals can be nurtured after graduations.2. Development insurance of medical education. 1) Supervisory insurance. Establish the evaluation system of medical education of Shandong province and control the quality of medical education in its whole educational procedure. 2) Conduct the medical education run by the local people. 3) Pay attention to bring up the health professionals from the grassroots level. 4) To be appropriate for strengthening preventive medicine education. 5) Make strict standards. 6) Introduce market mechanism.
