Study On The Evaluation Index System Of County - Level Public Hospitals

To construct a model of evaluating the cost of county public hospital and set a scientific and reasonable evaluation index system about it in order to provide the theory basis for it.1.Document retrieval and expert interview were applied to construct a model of evaluating the cost of county public hospital.Evaluation index system about it was preliminarily set.2.The reality and stability of questionnaire were tested.3.Delphi method was used to screen the evaluation index,and the harmony of expert’s advice and the reliability of forecast were tested by the means of the consultant expert’s basic information and positivity coefficient and the authority coefficient and degree of concentration and coordination of the expert’s advice.4.Analytic hierarchy process was ued to confirmed on the basis of Delphi method.The model and index system of evaluating the cost of county public hospital were constructed on the basis of dimensionality, and the index system includes 5 first class indexes which is comprehensive cost, cost structure, resource use efficiency, cost of patients, the sustainable development, 26 two- level indexes,and the weight of each index was identified scientifically,all the indicators meet the requirements of the logical consistency.and the reliability and validity of the questionnaire is good. The effective recovery rate and authority of experts coefficients in three rounds of questionnaire were above 0.8 and 0.90 respectively. After inspection,the coordination coefficient of evaluation index meet the criterion(P<0.1). The respectively and reliability of experts are good, also the coordination of their opinions.Constructed the cost appraisal model of county public hospital which based on comprehensive cost, cost structure, resource use efficiency, cost of patients, the sustainable development, Completed the design of cost evaluation index system of county public hospital with the Delphi method and the analytic hierarchy process. It can help the hospital director clear the cost objectives, prompt the continuous improvement in the cost evaluation and the feedback process, continuously improve the level of cost.
