Study On The Theory,Model And Case Of "Resource-conservation And Environment-friendly" New Rural Construction

Since the Central Committee and the State Council made a major strategic of building a new socialist countryside, the new rural construction work is undertaken in the country in full swing open. In this paper, using administrative village as the research unit, from three aspects of otheory, models and case, studies the construction of "resource-conservation and environment-friendly" new rural, having theory and practical significance about the construction of the "resource-conservation and environment-friendly " new rural.First, this paper studies the theoretical foundation of the construction of "resource-conservation and environment-friendly" new rural, mainly consists of six areas, (1) describes the connotation of the "resource-conservation and environment-friendly " new rural; (2) concludes that the "resource-conservation and environment-friendly" new rural has five characteristics:production efficiency, resource conservation, environment friendly, system coordination, distinctive features; (3) studies the system structure of the "resource-conservation and environment-friendly" new rural, considering it is a natural-economic-social complex systems consisting of three parts of ecological subsystem, industrial and economic subsystem, human settlement subsystem; (4)proposes to the features of the "resource-conservation and environment-friendly" new rural: production, live, ecological protection, education and emonstrations, cultural heritage; (5) establishs index system and evaluation model of the construction level about the "resource-conservation and environment-friendly" new rural; (6) introduces the related theories about the construction of "resource-conservation and environment-friendly" new rural and the concrete application of the new rural construction.Then, this paper using the theory of new rural construction as a guide, surrounding the core concept of the "resource-conservation and environment-friendly" new rural——resource-conservation and environment-friendly, constructs the framework of the "resource-conservation and environment-friendly" new rural construction modes, focusing on ecological industry, "resource-conservation and environment-friendly" human settlement, ecological environment, "resource-conservation and environment-friendly" use of resources, "resource-conservation and environment-friendly" culture. Moreover, these terms are defined in details. According to leading industry types, the "resource-conservation and environment-friendly" new rural is divided into three modes, including ecological agriculture leading mode, ecological industry driving mode, tourism and culture relying mode.In the finality, this paper taking Guangming Village as a study case, using the way of the fuzzy mathematic comes to a conclusion that the "resource-conservation and environment-friendly" new rural construction of Guangming Village is staying at the IV level, still in the low-level. Combining the analysis of the development status about Guangming Village, using the theories and model of "resource-conservation and environment-friendly" new rural construction, proposes the main components and countermeasures of "resource-conservation and environment-friendly" new rural construction about the Guangming Village.
