Research On Industrial New City Planning Under The Background Of "Resource-saving And Environment-friendly Society"

Nowadays in China, which is in high-speed economic growth and rapid urbanization progress, large cities are faced with unprecedented pressure in operation for excessive concentration of population and industries; the serious "pancake-making" phenomenon in urban central areas has resulted in the poor comprehensive competitiveness of urban areas, and meanwhile, restricted the further development of such cities. In the face of these problems, many large cities in China have successively dredged the bottle-neck of urban development by means of new city construction. Industrial new city dominated by industrial development enjoys relatively fast development among plentiful types of new city. How to make scientific and reasonable planning for the spatial layout of industrial new city is an important subject faced by China in urban planning.In December2007, with the permission of the State Council, the National Development and Reform Commission formally approved Wuhan City Circle and Changsha-Zhuzhou-Xiangtan City Cluster as experiment areas of comprehensive supporting reform for constructing a national resource-saving and environment-friendly society. On this basis, this paper attempts to research the planning policy of industrial new city under the background of resource-saving and environment-friendly society.Firstly, this paper defines the concepts of "industrial new city" and "resource-saving and environment-friendly society", illustrates related planning theories of "resource-saving and environment-friendly society", and lays a theoretical foundation for the research of new industrial city planning.Next, this paper explores the planning policy of industrial new city by means of vertical and horizontal comparison. It sets forth the development history, and type, etc. of China’s industrial new city; analyzes and researches the typical cases of domestic and overseas industrial new city, points out the problems in China’s industrial new city construction at present; and brings forward concrete thoughts about planning policy research from five aspects, like spatial development, land utilization, traffic integration, circular economy development, and ecological environment construction, etc.Finally, combining with the practical planning research in the east new area of Yiyang, a demonstrative area of "resource-saving and environment-friendly society", this paper further brings forward concrete research and discussion on the planning method, principle and policy of industrial new city under the background of "resource-saving and environment-friendly society" from the aspects of functional orientation, land utilization, circulating industry, road traffic, and ecological environment, etc.
