Reseach On The Highway Transportion Evaluation Of Changzhutan City Group Based On Resource-economical And Environment-friendly Society

In December of 2007 State Development and Reform Commission (SDRC) authorizes Chang Zhu Tan city group as"national Resource-economical and Environment-friendly Society construction of the synthesis necessary reform pilot area". The highway transportation is not only the foundational and precursor industry of national economy of Chang Zhu Tan city group area, but also is the resources taking and the energy consumption profession. Its ability of transportation supplying is oppositely weak. Facing with the problems of both realizing of normal development of the transportation, and restraint of the environment and the resources. and under the situation that the research of highway traffic development being concentrating about"Resource-economical and Environment-friendly Society"at present is in the theory stratification, and lacking the quantification target, The thesis carries out the research of the highway traffic assessment method.The research mainly focuses on three basic problems of the highway traffic theory, and they are Chang Zhu Tan city group highway traffic appraisal target system and the assessment method of the"Resource-economical and Environment-friendly Society". In the aspects of Resource-economical and Environment-friendly Society highway traffic theory, under the four partials of the guiding ideology, the development mentality, the implementation process and the primary coverage, the basic connotation of Resource-economical and Environment-friendly Society highway traffic is concluded. Then the development targets of"five type"the highway traffic is determined. According to the Chang Zhu Tan city group highway traffic appraisal target system and the development targets of Resource-economical and Environment-friendly Society highway traffic, while the traditional sole appraisal target system cannot utilized, the thesis has established the double-decked appraisal system, also the key on the selection of the infrastructure class target, the transportation service target, the resources using target, the environmental effect target and the safeguard supporting target of the quality synthetic evaluation system has been analyzed. In the aspect of assessment method the thesis has built a quantitative analysis model of soil resources carrying capacity, energy resources carrying capacity, tour resources carrying capacity and atmosphere resources carrying capacity. In view of the quality synthetic evaluation level, the thesis has carried out a reckoning on two type society highway traffic realization by using the AHP-F degree of membership synthesis. Finally the actual situations of Chang Zhu Tan city group highway traffic are unified to discuss. It shows that the research of the results and application in this paper may obtain good effects.At present the construction appraisal target system and the assessment method which can be used to research the"Resource-economical and Environment-friendly Society". The thesis unifies two type social theories and the reality of Chang Zhu Tan city group highway traffic. It not only has enriched the highway traffic theory, but also has provided the appraisal target and the method for the traffic department to make scientific decisions.
