The rational allocation of water resources is the keypoint in sustainalbe utilization of water resources. In the paper, the natural situation and socio-economic circumstances were thouroughly introduced. Wenling county was divided into several research regions according to their geographic conditions. The principles and methods for the assessment of water resources were narrated. The variations of precipitation among seasons and years were analyzed. On the basis of analyzing water resources amounts of surface water and underground water, the water supply capacity of water resources was computed.In the process of assessment of the development and utilization of water resources, the construction status of hydraulic engineering was illustrated, the water supply capacity was computed. The water quality conditions and the pollutant discharge status were investigated. The comprehensive assessment for the development and utilization of water resources was made.By the prediction of population development, the second industry development and agricultural development, the water demands of living, the second industry, the third industry and agriculture were predicted. On the basis of the predition, the water demand amounts outside the river under water-saving schemes were brought forward. And then, the prediction and analysis of water supply by surface water and underground water were made.On the basis of the analysis of supply and demand, the allocation scheme of water resources in benchmark year and layout year were made, some emergent measures for special arid years were put forward. Correspondly, the project layouts for diverting and supplying water, the schemes for excercising water-saving, the schemes for water source protection, the information management measures and mananement systems were set down.
