Water is one of the essential resource in people's living and social manufacturing. Water is not only a basic nature resource, but also a strategic economic resource. Water resource in Shan Dong province is very special: the total quantity of the resource are small but the quantity of water used by the whole society is large. So in total water resource there is deficient and also hard to allocate. With the development of economy and society, the rapid increase of population, water problem is becoming more and more severe, which has become the bottleneck of restricting sustainable development of regional economy and society, so the research on the solution of water problem has emerged. Regional water resources allocation is an efficient way to alleviate water resources shortage and settle water problem.Regional water resources allocation is a semi-structural decision-making issue. Since it has the characteristics of multi-layer, multi-object, multi-source, multi-user and multi-function, it cannot be solved by single model. Regional water resources allocation is involved in quite a few of practical problems, and need water users to participate in decision-making and water allocation, which is necessary for sustainable utilization of water resources. Establishment of an object-oriented and interactive decision support system is the best way to solve these problems.With the integrated water resources planning in shandong province as background, following the principles of "advanced, complete and practical, reliable, and standardization", based on the fully analyzation of technical requirements of reasonable allocation of water resources in Shandong province, Interactive Sharing of Vision Simulation System of Water Resources Rational Allocation is developed using problem oriented software development strategy, modular structure design thought, data driven and configuration modeling technique.Due to the semi-structural characteristics of water resources system, index is selected to Construct evaluation system according to social progress equity, coordination of economic development, high efficiency water resources utilization and sustainable principles of ecological environment protection. Then the synthetic algorithm of Analytic hierarchy process and group eigenvalue method is used to Determine the evaluation indexes weights. Maximum entropy model and fuzzy comprehensive evaluation model are used respectively to draw evaluation results, which are used to judge the quality of different scheme.
