Water resource is the natural resource which can't be replaced by another, and also the strategic economic resource that plays an importan role in the national economy. However, the available water resource is exremely finite because of its shortage, the increasing demand and pollution with the development of economy. And with the number of country or region lack of water increasing, the disputes and conflicts between countries, regions, sectors or people appear notable. Even there is a forcasting that many battles will be caused by water in 21st century. Therefore, it is the most important problem accounting for water resource crisis that how water resource can be increased and how it can be allocated between countries, regions, sectors or people efectively, justly and rationaly to abtain the optimal integrative benefit. And this is the problem of water resource rational allocation.On the ground of previous research results on rational allocation of regional water resources, this article has established the rational allocation model of regional water resources based on sustainable development. And through solving the model, we can get the programme of rational allocation of regional water resources. At last, we can bring forward some effective countermeasures through analyzing the programme. The main contents of the article are as follows.(1) This article has reviewed the advances in the research on water resource allocation at home and abroad, and has summarized the concepts of rational allocation of regional water resources. On the one hand, it has reviewed the advances in the models and theories of water resource allocation at home and abroad. On the other hand, it has summarized the meaning of rational allocation of regional water resources, explained the main missions of rational allocation of regional water resources, introduced the four theories of rational allocation of regional water resources ("determine supply according to need","determine need according to supply","based on macroeconomy"and"based on sustainable development"), and presented the fundamental principles of rational allocation of regional water resources.(2) This article has established the rational allocation model of regional water resources. Based on the sustainable exploitation and utilization of regional water resources, it has established the rational allocation model which aims at abtaining the maximum benefit of economy, society and environment, and has analyzed the characteristics of the model.(3) This article has researched on the solving process of the rational allocation model of regional water resources. Because the allocation model is a multi-objective, nonlinear, large-scale system, this article has introduced and used the method of large-scale general optimization Genetic Algorithms (GA). And based on the method, the computer solution programs are made with computer language C.(4) This article has introduced the prediction methods of regional water demands. The water demands of regional different sectors of water utilization are significantly important to the establishment and solution of the allocation model, because of which the article has summarized the prediction methods of regional water demands.(5) Empirical Research: Research on rational allocation of XianYang City water resources. Based on the theories and methods above, taking rational allocation of XianYang City water resources under the assurance factor of 75% in 2010 as an example, the article has dilated the process of the establishment and solution of the rational allocation model of XianYang City water resources. At the same time, it has allocated XianYang City water resources under the assurance fators of 50%, 75% and 95% in the year 2010 and 2030, and has analyzed the allocation results and the model's applicability. At last, it has presented the relative countermeasures of the exploration and utilization of XianYang City water resources.
