China is facing severe fresh water shortage. To support the sustainable development of economy and society, keep out of the water crisis, we must emphasize the conservation, protection and rational utilization of water resources, thus realize the sustainable utilization of water resources by constructing water conservation society, developing recycling economy. Based on the national nature sciences fund project and the national 863 project, the theory and practice of rational water allocation oriented to water user is studied in this paper, main conclusions are as follows:(1)Studied the basic theory of rational water allocation oriented to user's demandGuiding by constructing water conservation society and developing water-recycling economy, the water consumption mechanics and water saving direction of deferent water users are analyzed. On analyzing various water resources supply types, the sustainable exploitation methods are proposed. By the exploring the intrinsic factors of water competition among users with game theory, three effective ways of direct control mode, economic regulating mode and user's self-contained mode are brought forward.(2)Proposed the rational water resources allocation frameworks oriented to water userBy analyzing the meaning, objects, principles and methods rational water resources allocation, and combining with the micro and micro management of water resources, the research frameworks of rational water resources allocation oriented to user's demand is proposed, and the main contents and methods are expounded. The main purpose is to consider users as the start point, to realize the joint arrangement of water intake, usage and drainage.(3)Studied user's rational water utilization projectAccording to the progress of water saving in each industry and guiding by the national industry development policy, some water saving measures including air cooling, dry-type ash disposal, waste water reclaiming are suggested for power plant as Qinling and cogeneration power plant as Baoji, other measures as reforming production technology,increasing circulate waste water concentration and intensify management are suggested for oil refinery as Yongping. On this basis, user's rational water utilization project is put forward.(4)Studied user's optimal water resources allocation in various supply forms.According to regional water resources utilization and user's water intake demand, the optimal water resources allocation in various supply forms is studied. For comprehensive utilization reservoir, the strategy of making operation scheme is analyzed, and a modified particle swarm optimization algorithms and a simulate-genetic algorithms are put forward for administrative department to make optimal operation plan. For multi-water resources supply, a simulation allocation model based on rules is adopted to make optimal water intake scheme by analyzing water supply structures and user's water shortage. For the joint supply of reclaimed water and regular water, a gray model is adopted to estimate the variation tendency of urban domestic wastewater, and the safety guarantee measures are put forward by analyzing the feasibility and dependability in reclaimed water quantity and quality combining with the design of wastewater treatment plant.(5)Estimated the influences of user's water resources development and utilization.Aimed at eliminating the adverse effects act on ecological environment and other users, the analysis contents and methods of estimating user's water development and utilization influences are discussed. By the three-dimension numerical simulation, the variation tendency of groundwater level is forecasted, and the allowable withdrawal is evaluated. According to ecological water demand and water function rationalization, the minimum water demand for ecosystem and environment protection is calculated combining user's water drainage. Using the two-dimension water quality prediction model, the unfavorable influence to river water function by user's water drainage is estimated. On the basis of these research results, some water resource protective measures and rational development and utilization schemes are proposed.(6)Developed the water resources monitoring and decision support system.Aimed at the requirement of real-time water intake and use control management in the administrative department and water user, the water resources monitoring and decision support system is development by adopting the middle ware technology. This system provides an effective way for information sharing and can realize the discussion, decision-making and real-time control online.
