Water is the most elementary natural resource and strategical economic resource.With the growth of population and the development of economy, water scarcity and thewater use conflict among living, production and ecology has become more and moreseverely. So it is necessary to strengthen integrated water resources management and realtime water allocation according to the principle of equality, efficiency and sustainability.But how to allocate water for benefits and sustainability of the whole river basin isnot an easy task. Different water incoming situation requires different water allocationscheme, and different water consumption situation also requires different water allocationscheme. No identified algorithms exist which is suitable for all the situations. So waterallocation is a non-structural question and traditional programming method, i.e.,process-oriented programming method could hardly be applicable.Expert system is suitable for solving special problems by using experts' experiences.It's often used to solve uncertain and non-structural problems. To date, the application ofexpert system in water allocation of river basin is rarely studied. This will be the topic ofthis thesis.The water allocation expert system consists of a database, knowledge base, reasoningmachine, explanatory and human computer interface. Based on the research on the pilot ofAkesu River Basin, the thesis introduces how to design water allocation knowledge baseusing Visual Rule Studio.The modular and lumped programming method is employed in the development ofthe system. By using the object-oriented programming language, the developmentefficiency is improved greatly. The water allocation expert system includes: water supplymodule, water use module, scheme workout module, scheme evaluation module and helpmodule. The modules of expert system can use the information of database andknowledge base to create schemes.
