Based on the characteristics of water resources system and its water resources development and utilization in Heihe river basin, the effects of water resources development and utilization on ecology and environment in the basin was systematically analyzed. Using the means of qualitative analyses combining with quantitative analyses, the relationship between water resources and natural oasis in the rive basin was discussed. Moreover, the correlation model between groundwater and the growth of natural vegetations for Ejina oasis was also set up.On the basis of concept discussion, including the main characteristics and the major influenced factors of available water resources, the assessment principles of available surface water and the calculation methods for instream ecological flow were set forth. As well as the estimation method for mean annual available water quantity based on surface water quantity deducting instream ecological flow and spilling floodwater was established. The minimum instream ecological water demand is the epiboly value of each instream flow quantity. The calculation method for the inner river basin available water quantity is that the total water quantity minus the quantity of instream ecological water demand and the water quantity of channel evaporation loss.Beginning from the concept of water right and its characteristics, the principle of water right transfer and its conditions were discussed. Furthermore, the modes of water right transfer and its compensation mechanism were put forward. After discussing the relationship of water resources quantity, available water quantity and water consumption quantity, it was expatiated on the main differences between the rational allocation mode of water resources use right (allocation for water right) and the traditional water resources allocation. Going on the premise of the theory of sustainable development, it was exploringly established that the model of water resources use right allocation according to water consumption for economic development is adjusted with the available water quantity in Heihe river basin.A rational water use right allocation was brought forward as a result of a shortage of water resources and competition of water use. Using above-mentioned calculation methods, the water demand of ecology and environment and the available water resources for the Heihe river basin were confirmed based on the analyses of the basic characteristics of the river basin. Taking the sustainable development of society, economy and environment as three objectives, a rational allocation mode of the water use right based on available water quantity was put forward. Finally, the countenneasures were put up for protection the Ejina oasis ecology and environment in the downstream of Heihe river basin.
