Heihe river is a large continental river in the northwest of china, it' s middle-west system mainly involves Jia yuguan and Suzhou district in Gansu Province. The contradiction of supply and demand becomes more serious, the conversion between surface water and groundwater is complex, dissension of water is very frequent, which bring a series of questions of society and economy. Because of allocation being unreasonable in up, middle and lower reaches, the inflow in lower reaches reduces gradually year by year, the groundwater level falls down continuously, the water quality deteriorates gradually and the vegetation degradation is serious. The problem of water resources has become the most important limiting factor of sustainable development.Begin with the quantity and characteristic of water resources, a comprehensive analysis is made of the actuality of water using and allocation. Based on water saving, depollution, environment protection and building, scheme of water using and saving is put forward, carrying capacityof water resources is analysed to the development of society and economy on condition of different schemes. Finally, rational scheme of water using and allocation is given.Water cycle research is the foundation of water resources allocation, a quantitative analysis is made of the regularity of water cycle and the conversion between surface water and groundwater in the water system, the "natural-artf icial" dual configuration mode of water resources allocation is set up, the surface water and groundwater are comprehensively evaluated and planned, analysing water supply and require with long series data.Not only the timing and quantitative surface water allocation is given, but also the rational exploitation quota of groundwater in every district is defined according to the change trend of groundwater level. The scientific basis is given for establishing all-round water-saving society, for enhancing management of water resources, for realizing rational allocation of water rights of different users in time and district.
