The study on which using economic means such as water rights and water market manages limited agricultural water resources of Hebei has become serious problem to anxiously solve.Many foreign countries such as America and Australian etc. research water right theory early. Each country gradually forms characteristic water rights system and dealing theory according with their country and district during social development and the practice of water resources exploitation and use, it is worth to use for reference.
