The most grade of the JINJUN railway is is 17%, It pertains to the construction techniques and proceeding of track laying and bridge erecting of the high-speed railway. The power about the mountain climbing and applying the brake of our country' s track laying and bridge erecting equipments is designed according to the mountain climbing power of 12 %, So the track laying and bridge erecting equipments of the high-speed railway in existence are not competent for the need 17% of the continuum high-speed railway in the mountain climbing applying the brake and construction security, It is a recent task in the construction equipments construction technology and security technology.fist, from the aspect of equipment alteration, a project about the technology alteration of the track laying and bridge erecting equipments (the rail layer, the bridge erecting machines and the No. 2 motored bridge erector flat car )is putted forward, made these equipments can climb the high-speed railway and can apply the brake, that is to say solving the capability of traction and braking. The capability of traction of the rail layer, the bridge erecting machines and the No. 2 motored bridge erector flat car has been made twice as great. At the same time, adding the exterior braking system, paying attention to ward the equipments, pushing the skid under the wheels in time after the machines stopping , all these measures can ensure no risk at all during construction.Second, On the basis of characteristic of the track laying and bridge erecting equipments, this paper raised a solving project of the high-speed railway laying and bridge erecting construction which is the difficulty of laying and bridge erecting engineering of the JINJUN railway. This paper studied emphatically the construction methods and the construction technology of high-speed railway laying and bridge erecting engineering, namely the construction methods, construction technology and quality controlling and detecting of the reinforced concrete sleeper track planeassembled, the timber sleeper track plane assembled, the machine laying track, the bridge erecting machines erecting bridge, the track crane laying the timber sleeper turnouts, track-ballast regulation and the deck system etc.It is the important guarantee of construction in security that the equipments were manipulated in security and the security technology measures of each working procedure were carried out. This paper has expounded detailedly the security technology of high-speed railway construction based on the security technology measures of the track laying and bridge erecting construction, the security technology measures of the transport of railway materials and manipulating the equipments without accident. To make sure the engineering was constructed fleetly and successfully without accident.The transport organization of railway materials is the ligament joining the rear and the building site. The capability engine' s traction was counted before construction. The primary data was consummated based on actual experience. Motorman's manipulate and the transport organization was different from general railway. A new pioneering work of construction casual transport was inaugurated on high-speed railway.
